Weird Vintage Device

This guy is keeping a cool head -- the old fashioned way!

Although it looks like he is wearing a beehive hat,  it's really tubing filled with water -- like a modern gel cold pack. I wonder what he's using it for -- migraines? fever reduction?

Gotta love Victorian era inventiveness.
